I actually spoke to an IRS agent yesterday about this form.  After extensive research, she was unable to come up with any information on a release date for a final version for filing.  Her best advice was to keep checking the IRS website every few days.  Unlike some agents that I have spoken with, this woman seemed to know what she was doing.
