I don't file Rhode Island tax returns but I have this issue for Missouri returns.  Look down under "Other Information" when entering the pension.  It is below State and Local.  That section is used for telling the computer that a pension is not taxable in the state for Missouri.  You have to select what type of pension it is in the drop down menu.  Hopefully you have the same for Rhode Island.
