Your question is backwards; from the perspective of Taxes, the person is or is not a dependent based on facts and circumstances.
From the perspective of the stimulus, you need to read the IRS FAQ topic(s) and keep on top of the updated info; google this phrase here:

Getting a Stimulus Check doesn't change your filing status; just ask all the dead people that got checks.
