Hello, here's some more information on this diagnostic. 

Diagnostic 55316: 
California does not conform to the federal provision under the SECURE Act that repealed the maximum age of 70 \xBD for IRA contributions. Taxpayer and/or spouse is over the age of 70 \xBD and therefore IRA contribution deduction is disallowed for taxpayer and/or spouse. 

This diagnostic is specific to CA and indicates that the Taxpayer and/or Spouse who is over 70 does not qualify for IRA contributions due to their age, for CA only. This diagnostic
