It's a confusing question: "Government employee start up expenses deductible?"
"Start Up" expenses are what a business incurs to be able to be in business. She's not the government.
Traveling for training prior to moving, is something a business might offer to incur or to reimburse.
Moving because you accepted a new job, is personal.
Unless the employer has made some sort of agreement with you for shouldering the costs of the move (reimbursement or paying directly), it's not business to anyone. It's personal.
It wasn't even done as an employer reassignment. It's a personal decision to take a job that requires a move.
Framing it as Governmental Business Startup is just odd.
