Is anyone going to answer this question? 

The best I can figure for the time being is to input the amount on screen 14.1 under Other Income.  For example: NY INFLATION REFUND $400.

Then going to Screen 51.091 and finding S-217 and inputting $400.  It's not pretty, but it gets the job done.
