Quite honestly because I am curious about why this is happening as well. Even the people at the IRS are a bit befuddled by this.  Thankfully, they are getting somewhere with this monstrosity.  

My colleague didn't ask me to post it - again it was just for my own interest in trying to find a solution for them.
