2019 Married Filing Joint return with 1 Child (US Citizen) below 2 years old. Total wages (earned income) is $212,000 and foreign earned income exclusion $195,000. AGI Line 8b is $18,000 And Taxable Income Line 11b is zero. Tax Line 12b is zero. Child tax credit line 13a is blank.
It is my understanding that if a taxpayer doesn’t owe any tax before claiming the credit, they will receive up to $1,400 as part of their tax refund. How to enable PTO to claim the refundable child tax credit ($1,400)?
Also PTO does not generate Form 8867 Paid Preparer's Due Diligence Checklist. How to enable PTO to generate such form?

Check the instructions. This may be one of the situations where you have to add back the foreign earned income exclusion to do the calculation.

@sjrcpa It seems that if TP is claiming FEIE, he is not able to claim the refundable portion of child tax credit while living overseas.
