We are a nonprofit tax exempt entity, and would be able to provide a sales tax exempt form, so you can keep it on file for our account, so that each year we would not be charged sales tax.

We are asked to preorder, and then 3 months later when the charges are made, request a refund.

That is a backwards way of doing this, and needs to be fixed.
