The diagnostic about instructions should not prevent you from e-filing. I do not see the attachment as a good solution.

It does prevent e-filing - at least the forms do not generate.

I do not see a good solution, short of waiting. I do see they have posted "This form is final and watermarked Do not file or This form is not available pending receipt of instructions" I would hope this wording also means it will be released shortly. I see Lacerte has the same notice.
