I have and this is what it says - "Historically has been released within fifteen days of final version available."

It's available on the CCA site so not sure what the hold up is. 

You have asked this of other users. We don't know any more than you about the inner workings. Generally releases are on Thursday. We got no juice with the inner sanctum. 

could this city form be-file or it will have to be  mail ?
