I'm completing an NR NC return for my AL customer. The program is stating the customer has no taxable income in NC, but is not refunding the taxes withheld, what do I do?

Cx has always lived in AL. The employer had taxes for NC withheld since they are HQ in NC. The customer received a W-2. The employer has a location in AL. How do I get the program to refund the taxes withheld for NC?
