I am trying to input a $6,000 IRA contribution for a spouse on a MFJ return. It will not include the contribution on the return because it says the modified adjusted gross income in excess of the threshold amount. The modified gross income on the return is $156,800 and the MAGI limit for MFJ in 2021 is $198,000.
Any suggestions on how to fix this or why it is happening?

Is this a Roth IRA?
Or is it a Traditional IRA that you are trying to get a deduction? If it is a traditional IRA, are either spouse covered by a retirement plan through work (look at the check-box on the W-2)?

It is a traditional IRA and both spouses are covered by a retirement plan through work.
