my clients federal tax return was accepted but CA state tax return was rejected. The reason for the. rejection the primary taxpayer SSN cannot match a previously accepted return

That sounds like you will need to file a PAPER CA return.
You could consider calling the Practitioner Hotline. https://www.ftb.ca.gov/tax-pros/index.html but only if you were a third party designee for the prior year.
