I know it isn't considered taxable income but wondered if clients should be expecting a 1099-G for the stimulus payments that happened in 2020.

Anyone with an EIP should have received Notice 1444 (and the upcoming Notice 1444-B for the second one). That's the good news.
The bad news: By my estimation, 98.81401% of the people who received this Notice, threw it away.

And according to the draft instructions for 1040, your clients should also be able to check the amounts of EIP's paid on this IRS webpage: https://www.irs.gov/payments/view-your-tax-account
