I practice as a CPA in Hawaii.   Hawaii does not accept e-filing of all business type returns (c-corporation, s-corporation, partnership, trust, estate, non-profit).  According to the Hawaii State Tax office, their current and past computer systems cannot handle such a task.

That sounds like our Department of Motor Vehicles here in California. The only difference is Hawaii admits their shortcoming.
