When I choose manual on the education cost worksheet I cannot choose tuition and fees deduction. Why is this? The parents are eligible to take this deduction.

If you scroll down does it have a section that tells you why the student does not qualify? The PS Education Worksheet is overwhelming but fairly comprehensive.
