Can a family who moved to the U.S. in March of 2020, became resident alien upon entry qualify for both rebate credits? All have valid social security numbers. They meet all other qualifications.

I don't see why not. The law (Sections 6428A and 6428B) excluded nonresident aliens from eligibility. It didn't require being a resident alien all year.
