some of them print with NOT FINAL or DO NOT FILE splattered across the front.  I cant remember the wording.

Which form is giving your grief?

some local forms in the PA return.  I don't think you can print any form that is not final.  It didn't used to be this way but last year I believe it was this way too - frustrating

If you are referring to the local earned income tax return, this form has been finalized and you can print it.

no - referring to phila net profits tax etc.  

I share your frustration. If you can download the form from website then you may want to do it by hand
