I use ProSeries professional and I have a new client whose 2018 1040 return was not done in Proseries.  However, I have the 2018 Federal and NYS return in a pdf.  Can I import at least for comparative purposes for the 2019 return?

No, you could manually enter the 2018 figures into the Tax History or 2 Year Comparison worksheet on the 2019 return though.
