Advisory/management fees are part of misc itemized deductions which were taken away for federal purposes by TCJA in 2018....your state may still allow them, there should be a QuickZoom button at the bottom of the Sch A.

I they are fees for an IRA that you pay outside of the IRA you can still deduct on schedule A line 16
I do not agree. No matter how paid they are not deductible anymore for federal purposes
