Don't use the states you don't want to be charged for.
I'm sure that is what you were asking.

incorrectly assigned four free states to ProSeries 2019 - we need to replace three - can this be accomplished ASAP

If you have licensed the 3 incorrect states, then you will have to call support and select the account option.
If you have not licensed the states in question, just don't use them.
Check by going to the information tab and scroll down to return usage and state license status.
