I followed Intuit's suggestion of checking the attestation box that they never had insurance but it rejected again. The I put a dummy 1095a in and they didn't like that either.
You attach a pdf statement explaining why there is no 1095A and a in the pdf attachment window, be sure in the "type" of attachment, you choose ACA Explanation or it will keep getting kicked back.
