Some forms will still print, like the 8879-PE even thogh it has the do not file watermark.  All forms used to print but I think they locked many of the forms down until the watermark goes away.

Because a lot of stupid people buy Intuit products, they block some forms from printing because a number of rocket scientists would paper file forms with the watermark.  Because you can't fix stupid, the rest of us are left hanging for forms to be finalized in order to finish some returns.
