Go to your Windows Programs/Apps menu and find PS 2019, under it you should find Repair Updates, run that and see if you have better luck.  

PS, every time I open 2019 Im forced to change my password, so beware, once you do get the log in screen, you may be prompted to update your Intuit password.

This is a screen shot for 2024, but 2019 should have the same option.
