Does ProSeries allow me to receive payment for processing a clients tax return out of their refund? Like if the client was going to receive $2000 and my fee was $150, would I get my fee deducted from the IRS client refund?

yes, but should be only if client wants to do it this way and you offer it as an option with full disclosure, since there are fees and I don't think you'd want to cover the fees. I'd be concerned if client couldn't swing for $150, but you can tell them you'll hold it until payday.
