#! Form 8615 should be attached to the return even if unearned income is under $2,600. The form is not printing with return and if I print it, the childs name and social security number is omitted from the form.
On the return of the child that the unearned income is higher than $2,600, Line12 a and b do not apply but there should be a number on line 13 according to the instructions but program not calculating resulting in zero tax. The result does not make any sense.
Has anyone else had issues with Form 8615 this year_

No issues with the 8615 this year and never had an issue with it not being attached if it doesn't apply.* The end result would have no effect on the tax return.
* - actually no clue if P.S. e-files the form if below the threshold each year since I never get to see what P.S. "actually" e-files.

Who told you it had to be attached? I didn't get past the first line:
Who Must File
Form 8615 must be filed for any child who meets all of the following
conditions.
1. The child had more than $2,600 of unearned income.

If the investment income is qualified dividends and capital gains, it is theoretically possible for the tax to be -0-.
Lok at the 8615 and work through the calculations yourself. Do you have the parent's stuff on it?
The more I know the more I don’t know.
