I have just noticed that charitable gifts are supposed to be included on Form 709, because of the format change for 2024 - although it has been true for a while. I cannot find anywhere in ProSeries to indicate that a donee is a charity or that a specific gift is a charitable gift. Am I missing something or does the software not allow for this? Thanks for any and all help.

I don't understand your question "Should they be deducted?". I am asking about a gift tax return and, as you say, if the return is required, you are supposed to include charitable gifts. I can't find how to do that in ProSeries.
