I have a client who came from Palau and has her own social security number. Is it a valid social security number in the U.S.? Do i need to apply for her an ITIN?

Google tells me Palau residents are not US citizens or US nationals, so I would think an ITIN is needed. Of course, Google now tells me there's a Gulf of America so who knows what anymore!
