Forms availability says finalized on 01/23 and e file on 01/27. Have updated multiple times. Done repair updates. Uninstalled and reinstalled a clean version. Still nothing. Delaware website has the form

You have done what I would have suggested. You can try calling support or you can patiently wait and see if someone from Delaware shows up and posts that they are having the same issue.

Yes. I am having the same exact issue, and took the same steps you did to try and resolve, but no success. Hopefully fixed soon.

I called support - was on the phone with them for 45 minutes. Finally I was told to wait until tomorrow to see if update has been done. Apparently, they roll out the updates on Tuesdays and Thursdays.
