I have a client who filed as single in 2021. His wife just joined him in the US in July 2024 and got permanent resident status and social security #. I will amend his tax return to change the filing status to MFJ. Is his wife qualified for EIP 3 of $1,400 even though she was not in the US in 2021?

I don't think so. I believe you needed to have a SS number. See this link>

I agree with Terry. To get the Recovery Rebate they needed "a social security number issued to an individual by the Social Security Administration on or before the due date for filing the return for the taxable year".
