If this should be reported what form should it be reported on? The social security form refers to tax payer and spouse but nothing about dependents.

The Social Security 1099 gets reported on the tax return of the person who has their Social Security number on the 1099. If the dependent's Social Security number is on it, chances are good that a return wouldn't need to be filed unless they have other income sources causing them to file.
