I have a simple question. Can a non resident 84 year mother in law who has a green card be claimed as a other dependent of a US Citizen on a tax return if she lived with him for over half the year?

Green card holders are resident aliens, unless you are talking about the proof that European drivers need that they have insurance.

Can I obtain a ITIN number for this individual and can she be claimed as an other dependent on a tax return? And does she have to live with them for over half of the year?

A Green Card holder can get a SSN,I think. Doesn't he she have one already?

Green card holders do qualify for social security numbers. Assuming other conditions are met, she would qualify as an "other dependent."
