How do I claim a out of state tax credit for a person who lives in PA but worked and got
a W2 for Delaware. We filed for a non resident in DE but PA wants their tax return too and
is charging quite a bit in taxes - almost as much as DE. Any advice please

You can attach a Pdf copy of DE to the efiled PA. Then PA will lose it and ask for a paper copy.
Don't forget to prepare DE first, then go to PA and Schedule G-L. It will pick up some of the DE info.

...and to make matters worse, if you had both spouses as PA Res and both with DE sourced income, you can only use G-L for one taxpayer; so if they efile a joint fed return, now you have to maually file separate DE returns to identify their DE tax liability at the individual level so you can accurately calculate G-L for each taxpayer. By the way, all of the above has to be done manually with all kinds of manual attachments.
No AI in DE and PA. Ugh!!!!
