have a 2019 return that needs to be filed, but when i try to file, its just not transmitting. i'm wondering if its because it was preparred a few weeks ago in 2022.

I successfully efiled a 2019 and 2020 set of returns. No issues. Just make sure your program is up to date.

You have up to sometime in November to get it e-filed. Once the IRS pulls the plug on e-filing in November, 2019 will be dead and gone as far as e-filing is concerned.

Not sure what you meant by the above statement. Just to clarify, a 2019 return would need to be prepared in the 2019 program.
