Capital gain from another state is flowing to Form CG line 4, if I go to Capital gain worksheet and put the gain on line 3 as not qualifying line 4 from CG form still asks for location of Idaho property.

Did you complete the non-resident allocation worksheet you can find at the bottom of the Federal information worksheet (Part XI) - It has 2 columns - Federal and ID.
You just make sure all of the income lines that are not idaho either are blank (in the Idaho column) or 0.
