TP had a 1095-A that has his daughter (not a dependent) on it for 4 months. There is no PTC for those 4 months, so I shouldn't have to allocate anything correct?

Are you saying there was no Advance payments, or are you saying there is no credit calculated on the 8962? The 1095-A covers more than only the daughter, right?

It covers the father for 11 months Jan-April and June-Dec
It covers the daughter (who he is not claiming) from Jan-April only and there is a 0 for all those months in Column C Monthly advance payment of PTC

The amounts would be allocated according to "Allocation Situation 3" in the Instructions; however, that is a bit complicated.
However, if NEITHER father or daughter will qualify for any Premium Tax Credit and had no Advance payments, you can just ignore the 1095-A.
