Are we able to manually input 2019 PYIE for new tax clients? This option was not available last year from what I recall. I'm hoping it was included for this year.

It was available last year, but it might not have been ready for the first month or so.
I have not checked this year, but it probably is still part of the EIC worksheet, like it was last year.
