I've been able to move the estimated tax vouchers to the beginning, but I've never found a way to move the tax return payment vouchers (1040-V, 540-V) to the front.  The California one is always buried with the California return mid-way through.

I print to a pdf and then use Adobe Acrobat Pro to re-arrange the pages (and to reduce the file size) before I print.
