I get a critical diagnostic when trying to e-file AZ state returns in the individual module when there are late payment or late filing penalties. The diagnostic (Ref. 45867) states that AZ does not allow e-file when preparer-calculated penalties and interest are included. Therefore, the return either has to be paper filed, or the penalty and interest calculations must be suppressed in order to e-file.
It appears--from what I've read--that this is not actually an issue with AZ not allowing e-filing for returns with penalties, but some issue with Lacerte. Has anyone received any explanation for this?
I only file a few AZ returns each year, so this is not a huge problem for me, but I can't imagine what a pain this would be for AZ-based preparers. Paper filing is not preferred by me or most clients, so I just have to tell the affected clients that the AZ DOR will just mail them penalty notices. I shouldn't have to do that, though.

How is the client paying the AZ bal due?
If with a check, I'd tell them the total to pay, then remove the interest & penalty before efiling. I've had this issue a few times with different states.
If they are paying with direct debit, then your telling them to wait for a bill works.

I scheduled electronic payment for the client with submission of the return (having to remove penalty calculations in order to e-file). He knows to expect a bill from AZ DOR.
I guess this is really more of a question/complaint to make to Lacerte, but I just wanted to see if any other preparers have received an explanation from Lacerte as to why this is even an issue. The critical diagnostic states that AZ doesn't allow e-file in such cases, but from what I've researched online, I have found nothing from AZ DOR which states that e-filing is not allowed when penalties are included on the return. And if that's true, then I would like to know why Lacerte has this problem. I haven't come across this with any other states over many years, just Arizona returns.

I think I had it with a DC individual, and maybe a MD 1041.
