According to this video, at about 1m35s, no, for MFJ clients, only the primary person will get the signature request.
I would talk to your insurance carrier about this. I have CAMICO, and am in California (community property state), and they told me that "one spouse has the power to bind another" (I don't think that's a community property distinction, but IDK, IANAL) so I only *need* one spouse's signature per their recommendation.
Granted, I have a few *special* clients, where you just have that "gut feel" about, and so for them, I make sure both spouses sign to reduce/avoid any problems later.
