You haven't lost your mind, it's in a slightly different spot.
Go to an actual Interest Income item input on Screen 11, scroll down, and you'll find it. It doesn't have to be foreign interest income for you to use that one.
The "No FBAR" option is in Screen 11 "General Info," not with a specific interest income input item.
