Thank you. I did receive a response to the case I submitted (so it must have gone through, despite not being visible!) that suggested the OR-21 can still be e-filed separately. I wanted to report back that yes this is the case, 1065 & OR-21 successfully e-file without the OR-65, & part of how I identified that it's just the pesky OR-65 that is snagging.
