I just tested a full year resident and I still get a 3903 on the CA return. What are the numbers you are using in Screen 27? Is it possible you got your first two mileages backwards?
Not "Armed Forces" Did you accidentally check one of the boxes?, like FORCE form 3903?
The program works, look very carefully at your input. The program will do it correctly.
