It depends on the state.
North Dakota goes in Screen 43.411 (State Other Forms, North Dakota Form 1099 Misc for Efile Returns)
Utah goes in Screen 41.131 (State Credits, Utah Credits, bottom section is Mineral Production Withholding Tax Credit on TC-675R)
Oklahoma goes in Screen 41.041 (State Credits, Oklahoma Credits, bottom of top section says Royalty Withholding)
If you have some other state, I can probably dig up the location.

LA doesn't have non-resident mineral withholding. Are you sure you aren't looking at gross production tax?

Hi! I am entering it in this spot for Oklahoma (screen 41.041, royalty withholding box) and it is not showing up on my Oklahoma tax return anywhere? This is for a partnership. Any other thoughts?

It appears as a memo on the Oklahoma partner summary.
