Can someone explain to me why on the Worksheet for Adjusting the Basis of a Partners Interest,  line 4b is deducted from 4a when that amount is already included in 4a?

Seems to me we are deducting business interest "twice" thereby incorrectly reducing the basis "twice" for the same expense.
