It seems discriminatory and predatory to charge folks that do not have a state tax return for one. There should be a category for Federal (1040) returns.

I wouldn't call that discriminatory or predatory. Everyone is free to shop and compare. There are other competitors who only offer packages that include all states (which, of course, they'd say is a good deal) and there are others who offer packages with 3 fixed states (but some will say it's not flexible).
It all depends on where your needs are, the types of returns you prepare, functions you need, your preference for navigation and input, and your budget. Life is about compromise, as you already know. If you happen to find a perfect solution somewhere else, congrats, or you can try negotiating with Intuit.

Software that is not inferior costs more. Feel free to find a not inferior product that will sell you federal only.
