On 5472, it says to identify related parties as check all that apply: (a) Related to Reporting Corporation, (b) Related to 25% Foreign Shareholder, (c) 25% Foreign Shareholder.

Is a foreign shareholder who is also a CEO/CMO/etc. both (a) related to reporting corporation and (c) "25% Foreign Shareholder" or just the last one? Is (a) reserved for corporations related to other corporations then?
