Client received a CP14 letter, charging them $54 dollars to be paid by October 15th. No explanation, no recalculations of their tax return. Client did not have any disaster relief applied to their 2024 tax return

Let me guess. You haven't seen the letter, you just got a phone call. If you have actually seen the notice, what does it have for "tax you owed" and "payments and credits" ? Did your client make a payment for the balance due on the return? Was it the right amount?

How do you get charged for "disaster relief"?
As Bob said, look at the letter. Or, for $54 tell client to just pay it.
