I've tried using the the "e-file support tools" to clear the return so the efiling status goes away, but when I go to e-file the return, the system still thinks the return has already been e-filed, saying: Client has been previously accepted.

What year was efiled, and then copied?
What is the short year period for the return that won't efile?
The more I know the more I don’t know.

it was made from a copy of the 2018 filing. the year period is 6/1/2019 to 9/30/2019

Sounds like you have a 2019 return. You can't file that on a 2018 form without filing the form manually and crossing off the 2018 dates on the forms.
